I always had an alternates

List

I had them fill out the forms and anything else you needed just in case they would go

There are usually a few residents who like to go so those would be your go to people

You could also say if someone backs out three times then it will be a while before you invite them

Make sure you talk to the trip up and have family members involved if you can
