I agree it can be confusing, we are working on making this process more straight forward.
If there is a 'downloads' heading on the page then you have to click on the individual files listed below this to download them and then open and print. These files are generally in pdf format.
In the case of arts and crafts activities where all the instructions appear on the page, then you can click on the 'print version' link to get a version of the page suitable for printing.
I love this website. I can refer back to it in a pinch when looking for a quick project or activity for the community members I work with. There are plenty of tips, as well as instructions for the activities which are so helpful.
