I am starting a garden club at our senior community and am seeking assistance on setting up structure and bylaws and whatever else we need to get started right. Thanks for your help.

As far as bylaws go you need to ask the facility what their bylaws are
The best bet is to do a raised garden because most seniors cannot bend over and work from the ground
Perhaps someone in the maintenance department can help you make them
